With a term of five years, the scheme aims at installing a “strong local government system of industrial clusters, with the active participation of local stakeholders, so that they are able to undertake development initiatives by themselves”. A plethora of agencies have been conceived to enable financing, skill development, technology adoption, market intelligence and other tasks. Though the Central and State governments and their agencies are mentioned among the participants, there is little emphasis on the role and active participation of local bodies like village and town panchayats. The NGO component will include self-help groups (SHGs), artisan guilds and cooperatives.

The main and pioneer objectives of the SFURTIscheme are as follow :
  1. To develop clusters of traditional industries in various parts of the country over a period of five years commencing 2005-2006.
  2. To make traditional industries more competitive with more market-driven, productive, profitable and sustained employment for traditional industries and rural enterprises.
  3. To strengthen the local govt. system of industry clusters, with the active participation of the local stakeholders. So that they are enabled to undertake development initiative by themselves.
  4. To built up innovated and traditional skills, improved technologies, advances processes, market intelligence and new models of public private partnership, so as to gradually replicate similar models of cluster based traditional industries.
